Is the Use of Blackwater Unconstitutional?
The commentary to this article by Jeremy Scahill from Common Dreams raises an interesting question.
Only the Congress has the authority to raise an Army for the United States.
The hiring of Blackwater by the Bush Administration is, in effect, the raising and employment of a private Army by the United States.
Isn't this unconstitutional?
