Baker & Christopher: Put War Powers Back Where They Belong
This is a NY Times OpEd by two former Secretaries of State, James Baker and Warren Christopher.
The article describes their bipartisan proposal to revise the War Powers Act to better balance the roles of the Executive and Legislative Branches and create rules more in keeping with the realities of the modern world and international relations.
In my opinion, these proposed rules don't go far enough. What is also needed are (as I have said and written here repeatedly) safeguards that will force both branches to debate dispassionately at a time when passions are likely to be high. The safeguards developed after Vietnam didn't work. We need new ones.
