I’m always intrigued when I drive by a business with an “Under New Management” sign.
Have you ever thought about why that sign is out there?
My thought is the sign is an admission to the people in the area by the new or existing owners that the business wasn’t being run well. Not being run well means the business was not being operated in a way that was pleasing to customers. Since the purpose of a business (according to Brian Tracy) is to make and keep a customer, the presence of the sign means the business wasn’t fulfilling its intended purpose. (Some of you may contend the purpose of a business is to make a profit. Tracy’s contention is you can’t make a profit if you don’t have customers.)
So, not only is the sign an admission of bad behavior by ownership and/or management. The sign is also a request to customers to let bygones be bygones and give the business another try.
This past November American voters made a decision to put out an “Under New Management” sign for its government. This week the sign went up for real.
I hope the new Administration recognizes putting out a sign is not the only thing needing to be done. In a real for profit business, the business has to . . .

Isn't the sign an indication that the name hasn't changed, just the people doing its business? When I see that sign, I see it more as the people who took over that business thought enough of the name of the old business and its customers ("good will" as the accountants say) that they wanted the public to know that previous expectations about the business may now have to change. It's a good-faith effort to inform the public, and may signal an improvement over the past, or changes that don't measure up to expectations from the past.
Your premise as to how this categorizes a new administration in Washington still holds, but the signal can also imply to those who liked things the old way that things aren't likely to get better, and they'd better be on alert.
I'd like to believe that everything is going to be done better than before, but I am wary of human nature in positions of power. So far, I like Obama's efforts to make the Executive Branch operate in the light, so to speak, including a beautiful revamp of http://www.whitehouse.gov , and an executive order to all agencies in the government of his expectation that their decisions will be published immediately.
Truly, the management HAS changed in the Executive, and if it succeeds, we may get our government back where it belongs, with those in it working to the level we (and the Founding Fathers) have always expected. It's a dream I have. In the context of your Gitmo posting, it would be another way to show the world just what sets the U.S. apart as a positive force for good in the world.

Thanks for your terrific comments. I especially appreciate you made them on the Blog.
I agree with what you say. There is a promise of better behavior and performance. Whether that promise is kept remains to be seen, but I, too, remain hopeful the promise will be kept.
One other aspect, particularly in foreign relations, is I think the leadership of certain nations was unwilling to help us so long as Bush was in charge. They preferred to let him twist in the wind, a victim of his own circumstance, even if doing so was not in the self interest of their own country. Bush’s exit may make more likely their cooperation.
