NY Times OpEd: Good Bank, Bad Bank: Good Plan, Better Plan

Should an off-line bank be created to buy up bad assets and allow banks to go back to business as usual?

As the previous posting by Tom Friedman points out, a major part of the problem banks have is trust among one another to do business as usual. Would this solve it?
