Good Discussion of Senate Filibusters

This is an excellent discussion of the history of the Filibuster and how it is used as a weapon today.

I would still contend one of the ways to make a change to the impact of the Filibuster is to have a third party represented in the Senate. My argument is a third party would force a more reasoned debate and make cloture easier to achieve.
